John ArmstrongManaging Director
John has held the position of Managing Director of the Construction Employers Federation since 2006. He joined the Construction Employers Federation in 1997 with responsibility for developing construction exports.
During that time he helped to develop business for Northern Irish construction companies in overseas markets. Between 2014 and 2016, John chaired the Housing Supply Forum established by the Minister at the Department for Social Development. He is a Member of the NI Committee of the National House Building Council.
Mark SpenceManaging Director (designate)
Mark has worked for the CEF since 2019 after 8 years’ as a director in an NI main contractor. Mark’s involvement with UK and Irish construction goes back over 20 years to his role in advising both clients and bidders on major PPP capital procurements for education, health and infrastructure.
Having previously sat as a member on CEF committees, Mark has long been proactive in engaging public bodies on issues such as the apprenticeship levy, etendering processes and procurement practice. He is responsible for the running of the CEF’s various member interest committees and leading our engagement with the NI Assembly, Executive and procuring authorities as well as partnering with other professional bodies in representing the views of our members.
Mark is also a non-exec director of a local housing association and Vice-Chair of an enterpise park.
David FryExecutive Assistant Director
David has over 5 years' experience with CEF leading on policy, lobbying and external affairs in general. He has an in depth knowledge of the local and national political processes which underpin investment in construction and the wider economy. David has also worked in the planning sector and brings to CEF members up-to-date insight and pragmatic advice.
Jonathan CaugheyFederation Manager
Jonathan has been with the Federation since 2005.
Jonathan’s main areas of responsibility include the Construction Skills Register, Health and Safety within the industry and the management of Safe-T-Cert.
Tracy WindrimPA & Events Executive
Tracy has been with the Federation since 2017.
Tracy's main areas of responsibility include PA facilitation to the Managing Director and Assistant Director and organisation of all Company Events and hospitality.
