CSR card acceptance in the Republic of Ireland

The Construction Skills Register (CSR) has a mutual recognition agreement with SOLAS in the Republic of Ireland that confirms that the CSR one day health and safety course is deemed equivalent to the Safepass health and safety course and vice versa.

Current Regulation in the Republic of Ireland requires any construction worker  who is engaged in any of the tasks listed in Schedule 5 of the Regulations to be in possession of the relevant valid Construction Skills Certification Scheme (CSCS) registration card. Included in the list of tasks are a number of types of plant machinery, scaffolding, roof & wall cladding/sheeting and built up roof felting. CSR does not have mutual recognition with the CSCS in the Republic of Ireland therefore CSR cards in these categories will not be accepted on site.

CSR has recently met with SOLAS to discuss a potential solution to this issue. It is likely that the work required to agree mutual recognition will take some time however there is an interim solution.

The rules for a person who is legally established in an EU Member State to provide temporary services to a host EU Member State are more flexible than applications for recognition of qualifications for established workers. The requirements for individuals providing temporary services in Ireland must satisfy the following requirements:

  • The applicant must be legally established in an EU Member State.
  • The applicant must possess a relevant qualification (this does not have to be deemed equivalent to the FETAC qualification).
  • Where the profession is not regulated in the home state, they must have a minimum of two years experience in the last ten years working in their home state in their profession.
  • The applicant must not be prohibited from practicing their profession in their established state.
  • They must submit a signed declaration to the host state “Point of contact” or the Designated Authority, (SOLAS) before starting work and every year thereafter.

The signed declaration should include:

  • Full name of the individual
  • Contact details (address, phone number, email address)
  • The nationality of the individual
  • Profession engaged in where they are established
  • Regulated profession intended to engage in the host state (which must be the same profession/occupation)
  • Confirmation of whether this is the first declaration in the host state or a renewal

Documents to be submitted with the signed Declaration (copies will suffice):

  • Proof of nationality (e.g. copy of Passport)
  • Proof of legal establishment in an EU Member State (e.g. copy of Passport)
  • Evidence of professional qualification (certificates)
  • Proof that the person practiced their profession/occupation for at least two years in the last ten years in their home state (e.g. Employer statement).

Applications should be made to SOLAS, Castleforbes House, Castleforbes Road, Dublin 1.

There is no charge for applying although the process must be completed on an annual basis. Applicants who meet the requirements receive a letter of confirmation.
